Air Quality (AQ), Greenhouse Gas (GHG), and Health Risk Assessment (HRA) Technical Studies

Core Environmental Consulting will collect and analyze project information, describe environmental and regulatory settings, model construction and operational emissions, identify and incorporate mitigation measures, prepare comprehensive technical reports, and work with agencies to ensure all requirements are met.

Air quality is a major “hot button” issue, especially in California. AQ/GHG/HRA technical studies are usually needed for CEQA and/or NEPA assessments (see CEQA and NEPA services above) but can also arise from federal crosscutter requirements (typically for funding applications) or other agency-specific mandates. Technical study results can vary widely between different specialists, and the implications for your project depend heavily on a deep understanding of regulations and modeling programs.

Our expertise started with several years working in the Planning, Rules Development, and Technology Advancement department at the San Joaquin Valley Air Pollution Control District (SJVAPCD), in one of the most challenging air basins in the nation. Since then, we have leveraged our experience to provide a multitude of technical studies for successful projects throughout California. By maintaining the highest level of proficiency, we provide technical reports that are comprehensive, accurate, and fair, without cutting any corners or placing undue burdens on the project.

Similar, but with many key differences, NEPA is a federal law that requires federal agencies to evaluate and disclose the environmental impacts of proposed federal actions prior to making decisions. Most projects involving a federal agency must comply with NEPA, including permit and funding applications, modifications to federal land or resources, and planning and construction undertaken by federal agencies.

Some projects require compliance with only CEQA or NEPA, while others require both. CEQA and NEPA requirements vary from agency to agency and evolve rapidly, with a multitude of new court decisions and regulations adopted every year. Assessments can be complex, involving dozens of environmental topics, each involving multiple regulatory agencies and environmental statutes.
