Indirect Source Review (ISR) (San Joaquin Valley Only)

Core Environmental Consulting will model project indirect air pollutant emissions, identify and incorporate mitigation measures, complete the Air Impact Assessment Application, submit to the San Joaquin Valley Air Pollution Control District, pay the filing fee, complete any revisions and obtain approval, and assist with recordkeeping and submittals.

ISR is a requirement unique to the San Joaquin Valley of California, although many other air districts are working to adopt similar regulations in the near future. It applies to any projects that generate indirect air pollutant emissions (primarily vehicle traffic during construction and operation). There are different applicability thresholds, based on project size, for different types of development (residential, commercial, industrial, medical, general office, educational, government, recreational, and other). Small projects can get through ISR simply and easily; however, large or complex projects can result in a multitude of mitigation measures and six-figure mitigation fees, unless handled by an expert. As with AQ/GHG/HRA technical studies (see that service above), success depends on a deep understanding of SJVPACD Rule 9510 (Indirect Source Review) and the modeling program.

We have successfully completed countless ISRs, throughout the Valley, for all project types, even including master plans for educational and medical complexes. Some consultants save fees by being dishonest, thereby exposing their clients to legal and financial risk; we do it by knowing ISR inside and out. Rather than withholding information, we complete the most accurate ISR possible, and in doing so we typically eliminate all fees and minimize mitigation requirements. We can assist with implementing mitigation measures, including the well known “Clean Fleet” requirement during construction. We have even successfully recreated clean fleet records that were not maintained properly and obtained refunds or eliminated fees for ISRs that were previously completed by other consultants.
