Certified Unified Program Agency (CUPA) and California Environmental Reporting System (CERS)

Core Environmental Consulting will determine your facility requirements, assess your current compliance status, conduct field investigations, revise or augment your current documentation and protocols, and submit facility information.

The Certified Unified Program Agency (CUPA) is a local agency (usually a department of the County) that is certified by the California Environmental Protection Agency (CalEPA) to implement the CalEPA Unified Program elements in the CUPA’s jurisdiction. The CalEPA Unified Program consolidates, coordinates, and makes consistent the administrative requirements, permits, inspections, and enforcement activities of six environmental and emergency response programs in California:

  • Aboveground Petroleum Storage Act (APSA) Program
  • California Accidental Release Prevention (CalARP) Program
  • Hazardous Materials Business Plan (HMBP) Program
  • Hazardous Materials Management and Inventory Program
  • Hazardous Waste and Hazardous Waste Treatment Program
  • Underground Storage Tank (UST) Program

Each facility that is subject to the Unified Program requirements must submit and maintain information to the California Environmental Reporting System (CERS), train staff, and implement the facility-specific requirements. Plans and documentation must also be updated regularly, with varying timelines for each component.
