These plans help to prevent and minimize the environmental impact of oil spills. SPCC plans are not required to be submitted to an agency for review and approval, but they do need to be maintained and updated onsite. The US Environmental Protection Agency (EPA) and the California State Water Resources Control Board (SWRCB) both require that SPCC plans be reviewed and updated at least once every five years, or more often if there is a significant change in facility operations or if there is an oil spill.
